The Governor states that
he cas informed by the Inspector-
General of Police that the trouble
which occurred arose from social
friction between the British Police
Sergeants and the ships' officers,
which might have been obviated had
a more conciliatory attitude been
adopted by the latter.
3. The Governor adds that
the Captains of the two steamers
other than the "Anking" and "Kwangtung"
referred to in the letter from Messrs.
Butterfield and Swire of the 2nd of
January, were not prepared to
agree to any change and still retain their
British Sergeants in charge.
